On May 21, Committee of the Whole discussed several items and made recommendations for Council’s approval.
1.The Village’s contract for waste and recycling expires in September 2019 and an RFP had been issued to receive pricing proposals for a 3-year contract. Four proposals were received and all met the requirements of the RFP. The lowest bid was Limerick Environmental at $45,900, which has other contracts in Leeds & Grenville. Our 2019 budget for waste and recycling is $120,000.
2. The spray irrigation equipment, used when Snowfluent was our waste water treatment system, was approved to be sold for $12,000.
3. As a result of the Rideau Vista School Eco Club making a delegation to Council on April 16 with concerns about village recycling, staff provided a report that will increase recycling locations in the park and establish a small battery drop off at Town Hall.
4.Winter control contracts (snow plowing) expired this spring. Council gave direction to staff to explore the feasibility of providing those services in-house, including levels of service. Report is expected at the June Committee of the Whole meeting.
After Committee of the Whole, a Special Council meeting was held to discuss a single issue – negotiations with LeBoat, regarding mooring compensation to the Village of Westport for 2019. An agreement in principle was reached on May 16. The agreement provides the Village with $10K compensation to cover mooring fees from LeBoat. This agreement applies to the first 2 LeBoats nightly. Additional LeBoats pay the standard fee. Council passed a resolution in favour of the agreement.
